What you need to know
The City of Toronto has secured up to $1.5 billion through the Canada-Ontario Partnership to Build, funding meant to let the city cut development charges by 40 to 60% through 2029 — beating the program's original 30-to-50% target. It's the latest layer on top of $1.2 billion the city has already spent on DC freezes, exemptions, and rental-housing incentive programs since 2024. The open question, raised by our own columnists, is whether fee relief alone moves the needle on housing supply when financing costs and approval timelines are still doing most of the damage.
