Work to replace substandard infrastructure and update roadway standards is now scheduled to run through spring 2027.

Construction to replace watermains and update roadway infrastructure on University Avenue officially began on September 21, 2026, according to CityNews Toronto. The project, which spans from College Street to Armoury Street, is now expected to continue until spring 2027.

CityNews Toronto reports that the City of Toronto is replacing the watermain and "substandard" city-owned water services on the east side of the street. The project also includes pavement improvements and the adjustment of traffic and parking lane widths between College and Dundas streets to align with City standards. To enhance safety for cyclists and pedestrians, the City plans to install tactile warning strips and curb ramps meeting Ontario accessibility standards, while reducing curb radii to slow turning vehicles.

The project has been plagued by scheduling shifts. CityNews Toronto notes the work was originally planned for October 2024, then pushed to August 4, 2026, before the final delay to late September.

Traffic will be heavily restricted through the duration of the work. From September 21 until an unspecified date this winter, only one northbound curb lane will remain open. From winter through spring 2027, the City will shift traffic to one open northbound median lane to facilitate roadway updates and water service connections. The City of Toronto confirmed that the bi-directional cycle track on the west side, from Armoury Street to College Street, will remain fully accessible.
