Governor Greg Abbott orders audits of new projects as interconnection requests swell to five times the state's peak electricity demand.

Texas is pausing new power grid connections for data centers following a massive surge in requests driven by the AI boom. Governor Greg Abbott announced that all new projects must now undergo audits by the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT).

According to reporting from TechCrunch and Ars Technica, ERCOT's interconnection queue has grown from 233 gigawatts in January to 474 gigawatts today. Approximately 90% of these requests are for data centers. This volume represents more than five times the total peak demand of the Texas grid. While many projects are considered paper proposals that may never materialize, ERCOT forecasts that statewide electricity demand could double its current record by 2032, as reported by The Texas Tribune.

Governor Abbott's directive requires developers to provide data on ownership, tax incentive usage, and annual and peak electricity and water consumption. The move follows a failed attempt to gather this data via a voluntary survey, which TechCrunch reports most companies ignored. The audits will also scrutinize noise mitigation, light controls, and traffic impacts.

Beyond grid stability, the expansion has significant fiscal and environmental costs. The Texas Tribune reports that annual tax breaks for data centers now top $1 billion, and the state faces an estimated loss of $3.2 billion in sales tax revenue over the coming two years. Additionally, while data centers used 8 billion gallons of water for cooling in 2024, a Sierra Club report notes that the natural gas, coal, and nuclear plants they rely on consumed billions more.

Notably, Ars Technica reports the moratorium does not apply to companies building their own on-site power generation. Research from CleanView indicates that firms including Microsoft, Meta, Amazon, Oracle, OpenAI, and Anthropic have increasingly adopted this "behind-the-meter" strategy, which typically relies on natural gas.
