As BetaKit first reported, Cohere CEO Aidan Gomez announced at Wednesday's ALL IN conference in Montréal that his company has agreed to terms on a business combination with Berlin-based Aleph Alpha. This follows an initial announcement five months ago that the two firms would join forces. According to BetaKit, the deal will result in a combined entity dual-headquartered in Toronto and Berlin, with Aleph Alpha’s Heidelberg office remaining as a research center.

**The Leadership and Scale** BetaKit reports that the combined company will see its employee headcount grow to more than 1,000 across both continents. The leadership structure will see Aleph Alpha co-CEO Ilhan Scheer stepping into the role of COO for the combined firm, while Aleph Alpha co-founder and co-chief research officer Samuel Weinbach will serve as Cohere’s chief research officer. During the conference, Weinbach explicitly stated that joining forces was the key to becoming a true rival to American competitors OpenAI and Anthropic.

Furthermore, BetaKit cites a report from The Globe and Mail indicating that Cohere is nearing a Series E fundraising round valued between $2 billion and $3 billion USD.

**The Sovereign AI Strategy** Both firms are positioning this move as a strategic play for the sovereign AI market, aiming to provide governments and enterprises with AI options that keep data on home soil. BetaKit highlights that Cohere and France's Mistral are the only leading AI labs not based in China or the US, making them prime candidates for clients seeking providers outside those jurisdictions. The competition in this space is heating up; BetaKit notes that Mistral recently announced a three billion euro ($4.8 billion CAD) fundraise at a post-money valuation of 21 billion euros ($33.7 billion CAD) to pursue the same sovereign AI market.

As Gomez stated on stage at ALL IN, the goal is to create a "Canadian-German champion" that brings specific regional values to a technology that will impact everyone. The deal is expected to close later this year, pending regulatory approvals.
