Special Prosecutor Appointed in Cornell University Gang-Rape Investigation
New York Governor Kathy Hochul has intervened in a case involving 'the Cornell 7' following allegations of institutional protection and a failed initial investigation.
New York Governor Kathy Hochul has appointed a special prosecutor to oversee the investigation into an alleged gang rape at Cornell University, stating she has lost faith in the ability of the Tompkins County district attorney to handle the matter. Per reporting from CBC News, Hochul signed an executive order transferring responsibility for the investigation to the office of New York Attorney General Letitia James.
The investigation follows a Sept. 16 civil lawsuit filed by a woman identified as Jane Doe. She alleges that on Oct. 19, 2024, seven men—referred to as "the Cornell 7"—drugged her with ketamine and assaulted her over several hours at a Chi Phi fraternity house. The lawsuit further alleges that one fraternity member sent a Snapchat message inviting other members to join the assault.
Jane Doe's lawsuit claims Cornell University protected the men, alleging they faced only temporary suspensions and were permitted to mitigate their conduct by writing essays. Cornell denies these claims, asserting that some students were expelled following an internal disciplinary probe. While the Tompkins County district attorney announced the reopening of the investigation on Monday, no criminal charges have been filed against the fraternity members.
Legal experts cited by CBC News have drawn parallels between this case and the 2025 Hockey Canada sexual assault trial in London, Ont. In that case, five former World Junior players were acquitted of assaulting a woman known as E.M. after one player sent a text inviting teammates to a "3-way quick." Melanie Randall, a Western University associate professor of law, told CBC News that both cases reflect themes of institutional failure and inadequate investigations, while lawyer Gillian Hnatiw described the pattern as a "continuation of locker room culture."
