Environment and Climate Change Canada (ECCC) has officially launched the Convective Alert Modernization (CAM) system, a significant shift in how the country handles severe weather notifications. As first reported by CBC Toronto, the new system allows forecasters to move away from large, pre-determined alert zones in favor of "free-form polygons."
Under this updated mechanism, ECCC can now define warning areas based specifically on where a threat is expected to manifest. This is a departure from the previous system, where residents in large municipal boundaries or counties often received tornado or severe thunderstorm warnings even if the storm was unlikely to affect their specific location. According to David Sills, director of the Northern Tornadoes Project at Western University in London, Ont., this meteorology-based approach has been utilized in the United States since 2007 and serves to reduce false alarms.
From a public safety perspective, the move is designed to combat "alert fatigue." Gordon Howard, Kenora's director of emergency services, told CBC Toronto that maintaining public trust is a primary challenge; if alerts are issued too frequently for risks that do not materialize, the public may become desensitized. Howard noted that while emergency services must balance the risk of over-alerting against the danger of insufficient warning, the CAM system should help ensure alerts are issued when they are truly necessary.
The delivery of these warnings, however, remains fragmented. Sills pointed out to CBC Toronto that while the targeted polygon alerts are available via the WeatherCAN app and mobile networks, radio and television broadcasts will continue to use the old, larger zone-based system due to the scale of broadcast regions.
