The federal government's new funding strategy prioritizes growth-stage scaling, leaving some investors worried that seed-stage starvation will drive founders to the U.S.
The federal government has detailed the distribution of a $1.75-billion CAD commitment to the Canadian venture capital industry, as BetaKit first reported. The strategy consists of two primary pillars: a $1-billion Growth Venture Capital Catalyst Initiative (Growth VCCI) and a $750-million Early and Growth Stage Investment Strategy.
While the total influx of capital was welcomed, the allocation of the $750-million envelope has sparked debate. The government earmarked $675 million for later- and growth-stage firms scaling at Series B and beyond, while only $75 million was dedicated to pre-seed and seed-stage startups.
This split aligns with requests from the Canadian Venture Capital & Private Equity Association (CVCA). CVCA CEO Benjamin Bergen stated the announcement provides managers and investors with a substantial new base of federal capital. Maverix Private Equity founder and managing partner John Ruffolo also praised the move, noting that the emphasis on growth was a necessary addition to the ecosystem.
However, other investors warned that the small seed-stage allocation is insufficient. Nectarios Economakis, a partner at Amiral Ventures, described the pre-seed and seed funding as a "drop in the bucket" and argued that a lack of early funding causes founders to leave Canada. StandUp Ventures managing director Michelle McBane echoed this, noting that without early investment, companies will not be available for later-stage opportunities.
Conversely, Council of Canadian Innovators CEO Patrick Searle argued that growth-stage investments are critical for economic security in sectors like AI, deep tech, and life sciences. He noted that a lack of growth financing often leads Canadian companies to sell to foreign buyers prematurely.
Regarding the $1-billion Growth VCCI, Industry Minister Mélanie Joly announced that expressions of interest are now open. The program allocates $700 million toward a VC stream for fund-of-fund managers, with $200 million designated for life sciences and $100 million for emerging managers.
