As CityNews Toronto first reported, the Toronto Transit Commission (TTC) is introducing a fare capping system effective Sept. 1, which will grant riders unlimited free trips once they reach a specific monthly threshold. The system allows for free rides after a customer completes 47 paid trips within a calendar month.

Speaking at a press conference held Thursday at Victoria Park Station, Mayor Olivia Chow described the initiative as a means for families and commuters to reduce their spending. Mayor Chow noted that a daily commuter would reach 44 rides in September, meaning just a few additional trips would trigger the 47-trip cap, making all subsequent rides for the remainder of the month free. CityNews Toronto reports that Mayor Chow intends for the cap to be lowered to 40 rides by some point in 2027, contingent upon the passing of a budget.

To utilize the system, the TTC specifies on its website that customers—including adults, seniors, youth, and Fair Pass users—must pay using a credit card, debit card, or Presto card. The transit agency states that the process is automatic, provided the rider uses the same device or card for every tap. The count of paid trips resets on the first day of each new calendar month.

While this is a new implementation for the TTC, CityNews Toronto notes that fare capping is already utilized by other regional transit agencies, specifically those in Ottawa, York Region, and Hamilton.
