Former Ontario premier Bob Rae will lead an effort to balance free expression with security following an external review of student protests.

Toronto Metropolitan University (TMU) is establishing a task force to reconcile the right to protest with campus security after an external review identified "symptoms of a deteriorating campus climate," CBC Toronto reports.

President Mohamed Lachemi announced the task force on campus expression, antisemitism and community safety in response to a report authored by lawyer Margot Finley and Ontario Court of Appeal judge Mary Lou Benotto. The review analyzed two protests from the previous year—occurring on Sept. 19 and Nov. 5—that resulted in student arrests. Benotto and Finley concluded that such events were likely to recur unless the university took "decisive institutional action."

While the report noted that TMU possesses policies to address these issues, it stated the university has "too often failed to apply them consistently and decisively," according to CBC Toronto.

Former Ontario premier Bob Rae, the university-appointed chair of the task force, told CBC Radio’s Metro Morning that the group will examine the threshold where peaceful assembly and freedom of speech transition into hate speech and disruption. Rae emphasized the need to protect the dignity of all university members, specifically noting the impact on Palestinian and Jewish students.

The task force is scheduled to begin conversations in September and is expected to deliver an "implementation blueprint" to the university by March of next year. Rae stated the group will meet with administration and other campus stakeholders to address the shared responsibility of maintaining a welcoming environment.
