As CityNews Toronto first reported, the federal government explicitly launched this early retirement program as a mechanism to reduce the total number of public servants. The scale of the operation is telling. In December, the government targeted approximately 68,000 potentially eligible public servants with informational letters regarding the program.

By Tuesday, the Treasury Board website indicated that more than 9,100 applications had already been submitted. The window for these employees to exit is closing rapidly, with a deadline set for 2:59 a.m. ET.

The criteria for eligibility further highlight the government's desire to move on from its veteran workforce. As reported by CityNews Toronto, employees are eligible if they are at least 50 years old, have a minimum of 10 years of employment, and possess at least two years of pensionable service. Those approved can retire immediately with a pension based on their years of service, avoiding penalties for an early exit.

Despite the clear objective of cutting the workforce, Rola Salem, a spokesperson for the Treasury Board of Canada Secretariat, told CityNews Toronto via email that the department has no specific target for the number of retirements and maintains that the decision rests with the individual.

Whether the government admits to a specific quota or not, the intent is written into the program's design. This isn't about employee wellness; it's about a desperate gambit to shed the weight of the old guard.
