As first reported by CBC News, the surge in pediatric e-scooter fatalities and catastrophic injuries is not a string of freak accidents, but a systemic failure of enforcement and a refusal to regulate lethal hardware before the body count climbs higher.

Dr. Daniel Rosenfield, a pediatric emergency physician at Toronto's SickKids hospital and chair of the injury prevention committee for the Canadian Pediatric Society (CPS), describes an "exponential rise" in e-scooter injuries. Cases at SickKids climbed from 26 in 2023 to 46 in 2024, and then spiked to 107 in 2025. Dr. Rosenfield warns that 2026 is likely to exceed those figures.

Yet, regulatory response remains inadequate. CBC News reports that provinces including Ontario, Quebec, and B.C. have set speed caps at 24 or 25 km/h. These limits are effectively meaningless; Dr. Rosenfield notes that hardware allows users to routinely exceed these speeds.

This is a global failure. A study in the Emergency Medicine Journal involving three U.K. hospitals—Manchester, Liverpool, and Sheffield—found e-scooter cases grew from under 10 in 2019 to nearly 150 in 2024. According to the study, fewer than two per cent of those injured were wearing helmets.

The CPS describes current laws as a "patchwork of regulations" that vary by province or territory. When hardware is capable of shattering a child's skull and regulations are a fragmented mess of ignored speed caps, the blood is on the hands of the regulators. We cannot treat these devices as toys while they produce ICU-level trauma.
