Heather Jones-Parkes is lobbying government officials for more comprehensive counseling after the random murder of her husband.

For the families of crime victims, the emotional aftermath of violence often persists long after the initial tragedy. Heather Jones-Parkes, a Vaughan woman, is leading an effort to secure increased mental health resources for those left behind, according to CityNews Toronto.

Jones-Parkes' husband, Delroy “George” Parkes, was killed on June 2, 2024, when he was caught in the crossfire of a gang rivalry outside a North Etobicoke high school following a soccer match. More than two years later, Jones-Parkes reports that her family continues to struggle. While she initially received counseling through the publicly funded Victim Services Ontario, she told CityNews Toronto that the provided sessions were insufficient and lacked flexibility in choosing counselors.

Seeking systemic change, Jones-Parkes has met with Toronto Mayor Olivia Chow and has a scheduled meeting with at least one Ontario MPP. She emphasizes that victims are not seeking financial payouts, but rather the mental health support necessary to process traumatic questions regarding the death of their loved ones. Jones-Parkes noted that she personally cannot afford a private therapist.

In response to these concerns, the Ministry of Children Community and Social Services (MCCSS) stated that the government is investing over $62 million to assist witnesses, survivors, and victims of crime. This funding includes roughly $22 million dedicated to the Victim Crisis Assistance Ontario (VCAO) program, which the ministry says provides culturally responsive and victim-centered supports. Despite these investments, Jones-Parkes maintains that the current level of support falls short.
